A special tribunal for Russia's crimes should be located in The Hague

President of Ukraine Volodymyr Zelenskyy and Prime Minister of the Netherlands Mark Rutte believe that a special tribunal to investigate the crime of aggression by the Russian Federation should be located in The Hague.

This is stated in a joint statement by Zelenskyy and Rutte following the Ukrainian President's visit to the Netherlands.

In the statement, the two leaders emphasized that no existing international mechanism can exercise jurisdiction over the crime of aggression committed in Ukraine.

"We are committed to the establishment of a special ad hoc tribunal to prosecute and sentence this crime with the involvement of the international community," Zelenskyy and Rutte emphasized. 

They welcomed the commitments of the 36 states that have so far joined the Core Group for the establishment of a special tribunal for the Russian crime of aggression and called on other states to join these efforts to ensure justice and end impunity.

"We firmly believe that The Hague, as a city of peace and justice, is the right place to host the special tribunal," Zelenskyy and Rutte said.

They also welcomed the establishment of the International Center for the Prosecution of the Crime of Aggression (ICPA) at Eurojust in The Hague and thanked the member states of the Joint Investigation Team, as well as the European Commission and Eurojust for their efforts. 

They thanked the Council of Europe for its commitment to the establishment of a register of damages caused by the aggression of the Russian Federation against Ukraine and confirmed that such a register of damages will be located in The Hague.
